The State of California's financial situation continues to impact community college budgets. El Camino College's current year (2011-12) budget has been reduced by $10 million or 10 percent.
The $10 million total reduction includes: $5.5 million in initial cuts at the beginning of the 2011-12 fiscal year; $1.8 million in January "trigger" cuts; and $2.6 million "February surprise" deficit reduction. Fortunately, due to prudent fiscal planning, El Camino College had anticipated a good portion of the state cuts. However, the amount of the "February surprise" take back was in excess of ECC's "predicted" cuts by $654,853. It is recommended that projected ending balance funds be used to cover the shortfall for remainder of 2011-12.
Unfortunately, the state may not be finished with community college budget cuts for 2011-12 even though we are nine months into the current fiscal year. Community colleges may be faced with an additional reduction for 2011-12 due to the loss of local Redevelopment Agency funds.
El Camino College's Planning and Budget Committee is reviewing the 2012-13 budget scenarios, with the understanding that the $10 million plus budget reductions will carry into the 2012-13 fiscal year. Additional reductions for the 2012-13 budget remain to be seen. The challenge remains working on strategies to make sure the cuts have the least possible impact on student success and access.
