DUTIES: Under the administrative leadership and direction of the Superintendent/President, provide administrative leadership for the Computer Systems Services (CSS) Department; plan, direct, manage, and oversee the activities and operations of CSS, including architecture, applications development, technical services, computer operations, networking, telecommunications, and related systems; establish and maintain the District's information technology master plan; coordinate District-wide information services programs and activities with academic services, student services, and administrative divisions, departments, and outside agencies.

JOB DESCRIPTION:

REQUIREMENTS:  Any combination equivalent to: a Master's Degree from an accredited college or university with major course work in computer science, information systems, business administration, or a related field and a minimum of three years experience as an administrator of information technology programs, preferably in higher education or related field.

SALARY &                $101,232.00 - $117,360.00 plus $2,000 annual stipend for an earned Doctorate Degree.

DUTIES OF THE CHIEF TECHNOLOGY OFFICER

Under the direction of the Superintendent/President

  1. Provide administrative leadership for CSS to provide for the acquisition, development, and implementation of a high quality information technology infrastructure; assume full executive management responsibility for strategic planning, direction, and management of the District's CSS Department services and activities including those related to architecture, applications development, technical services, computer operations, and networking, telecommunications, and related systems.
     
  2. Provide the Executive Management Team and other District management staff with counsel and direction on the development and integration of all information technology applications, systems, and services.     
      
  3. In collaboration with appropriate District committees, staff, and managers, identify and analyze the District's needs for computerization in its operations and processes; plan and formulate an Information Technology Master Plan according to the District's changing needs and available technology to maximize access and use of technology; provide for a continuous review of current and planned computer applications to identify ways in which information technology can enable change and improvement in the District's activities.
     
  4. Manage the development and implementation of information technology goals, objectives, and priorities for each assigned service area; develop, recommend, administer, and evaluate policies, procedures, and standards required to provide flexible and cost effective information technology services essential to quality academic services, student services, and administrative processes.
     
  5. Establish, within District policy, appropriate service and staffing levels; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; allocate resources accordingly.
     
  6. Plan, direct, and coordinate, through subordinate level staff, the CSS Department's work plan; assign projects and programmatic areas of responsibility; review and evaluate work methods and procedures; meet with key staff to identify and resolve problems.
     
  7. Assess and monitor workload, administrative and support systems, and internal reporting relationships; identify opportunities for improvement; direct and implement changes.
     
  8. Select, train, motivate, and evaluate assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.
     
  9. Oversee and participate in the development and administration of the department budget; plan and formulate budgets for computer and communication resources acquisition or upgrade; approve the forecast of funds needed for staffing, equipment, materials, and supplies; approve expenditures and implement budgetary adjustments as appropriate and necessary.
     
  10. Represent the CSS Department to other divisions, departments, elected, and appointed officials, and outside agencies; coordinate assigned activities with those of other divisions, departments, and outside agencies and organizations; collaborate with District staff and provide leadership regarding the acquisition, installation, operations, and maintenance of information technology systems; interface with vendors and other outside agencies as appropriate; develop, promote, and maintain vendor relationships for enhancing hardware.
     
  11. Explain, justify, and promote information technology programs, policies, and activities; negotiate and resolve sensitive and controversial issues.
     
  12. Serve as a member of the Executive Management Team; participate on a variety of boards, commissions, and committees including District-wide information technology related committees.
     
  13. Provide staff assistance to the Superintendent/President; prepare  and present staff reports and other necessary correspondence including agenda items and reports for the Board relating to information technology.
     
  14. Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of information technology.
     
  15. Respond to and resolve difficult and sensitive inquiries and complaints.
